Malta FA Calls For External Feedback In Relation To Ta’ Qali Sports Complex Redevelopment

The Malta Football Association has followed up last November’s announcement of works planned for the Ta’ Qali Football Complex by its Masterplan Committee, with a call for feedback. Feedback through a specifically set up questionnaire will be accepted until the 16th February, with a target for the Masterplan Committee to submit an informed proposal to the Malta FA General Assembly for consideration and approval by April of this year, in line with the Association’s statutes and governance framework

The Complex

The announcement of a plan to redevelop Ta’ Qali, dubbed as the ‘Ta’ Qali Football Complex Masterplan’ was made last November. The project follows up on the 15 million Euro works carried out to complete and inaugurate the National Football Centre.

The ‘Ta’ Qali Sports Complex Masterplan’ is a next stage development which encompasses the wider area consisting of the National Stadium, the Centenary Stadium, the MFA Training Grounds and the surrounding parking facilities – an area of approximately 100,000 square metres – into into a sustainable and eco-friendly sporting hub.

The improvement of football infrastructure and facilities has been a cornerstone of the vision presented by MFA President Bjorn Vassallo in his 2019 election proposals.

Dubbed “the biggest infrastructural investment that the Association will be making in its 125-year history,” by Senior Vice President and chair of the committee, Dr Matthew Paris, “The multi-million-euro project is primarily aimed at providing improved sporting facilities, offering a better supporter experience, and creating commercial opportunities to help the Association deliver this ambitious initiative.”

The proposed redevelopment of the Ta’ Qali Sports Complex will focus on upgraded and modern facilities, enhanced spectator tribunes, improved sporting infrastructure, the development of complementary commercial facilities, the maximisation of the Centenary Stadium, and the potential creation of an additional training pitch.

A committee has been set up to oversee all aspects pertaining to the financial, legal, planning and regulatory feasibility of the project, with a target to be able to fully inform the Malta FA General Assembly in April of this year.

Call For Feedback

As part of this process, the Malta FA has issued two stakeholder questionnaires to gather feedback, observations and perspectives on the proposed way forward. The questionnaire forms part of the work of the Masterplan Committee, which is led by Malta FA Senior Vice-President Dr Matthew Paris.

Explaining the initiative, Dr Matthew Paris said, “The aim of the stakeholder questionnaires is to reach out, listen, and obtain feedback on the regeneration project of the Ta’ Qali Football Complex. For this purpose, two surveys have been launched concurrently: one aimed at the direct members of the Association and another aimed at external stakeholders. Both surveys are equally important, and we are confident that this process will provide everyone with the opportunity to share their views, aspirations, and feedback.”

The consultative process is intended to ensure that all relevant needs are identified and that a broad range of perspectives and expertise are considered before the Malta FA commits to a final project.

Through this structured stakeholder engagement, the Malta FA is setting out its vision and strategic objectives for the redevelopment, while providing stakeholders with an opportunity to contribute meaningfully to the planning process.

The outcome of the consultation, together with the input and recommendations of independent professionals and subject-matter experts, will be consolidated into a final proposal. As noted above, this proposal will be submitted to the Malta FA General Assembly for consideration and approval, in line with the Association’s statutes and governance framework.

The questionnaire is being addressed to both internal stakeholders, including Malta FA members and recognised representative bodies, as well as external stakeholders whose perspectives and expertise are considered vital to the success of the proposed development.

All stakeholders are invited to submit their feedback, including proposals, suggestions and comments, by no later than 16th February 2026.
